About UTA's Governance
Utah Transit Authority is governed by a 7-member Transit Commission established under Utah Senate Bill 197. Commissioners, appointed through a state-led process, approve the annual budget, adopt the Long-Range Transit Plan, guide transit investments, and advocate for transit regionally.
The Executive Director sets UTA’s strategic direction and leads the agency’s daily operations, staff, and services.
This structure is designed to make transit more responsive, reliable, and aligned with the continued growth of Utah's communities.

Jeff Acerson
Jeff Acerson is a respected public servant and community leader with decades of experience in municipal government, transportation, technology, and civic engagement. He served as mayor of Lindon City from 2005 to 2007 and again from 2014 to 2021, following several years on the Lindon City Council. From 2020 to 2026, Jeff served on the Board of Trustees of the Utah Transit Authority, where he represented Utah and Tooele counties and brought valuable experience in technology, municipal leadership, and public service. Having previously served in UTA oversight roles, he provided continuity and thoughtful leadership during a period of organizational growth and change. His collaborative approach and commitment to leadership development helped prepare UTA for the future while advancing regional transportation priorities. Before entering public service, Jeff spent 15 years in the software industry with WordPerfect and Novell. He contributed to the successful planning and operations of the 2002 Salt Lake Winter Olympics and taught leadership development as an adjunct professor at Utah Valley University. He is widely recognized for his collaborative leadership and longstanding commitment to strengthening Utah's communities, transportation systems, and civic institutions.
Mike Caldwell, Chair
Mike Caldwell is a seasoned public servant with more than a decade of executive leadership as mayor of Ogden City. He has served as Chair of the Wasatch Front Regional Council and President of the Utah League of Cities and Towns, helping shape regional transportation, infrastructure, and public policy. A strong advocate for long-term transit investment, Mike believes today's transportation decisions create lasting benefits for future generations. Outside of public service, he is a proud father, avid skier and cyclist, and aspiring fly fisherman.
Chris Gamvroulas
Chris Gamvroulas is president of Ivory Development, the land acquisition and development affiliate for Ivory Homes. Since joining Ivory Homes in 1993, he has played a key role in the company's growth, becoming actively involved in land development in 1996. Over the course of his career, Chris has overseen the acquisition, planning, entitlement, and development of more than 22,000 homesites across 650+ communities, as well as hundreds of acres of retail, industrial, and commercial properties representing nearly $3 billion in real estate assets. He completed the Advanced Management Program at Harvard Business School and earned a Bachelor of Science in Political Science from the University of Utah. Chris has also held numerous leadership positions with community, civic, and industry organizations, including the Enbridge Gas Western Advisory Council, the National Association of Home Builders, the Utah Commission on Housing Affordability, the Salt Lake City Redevelopment Agency Advisory Committee (Chair), the Executive Committee of the Salt Lake Chamber Board of Governors, the Utah Property Rights Coalition (President), the Advancement Board of the College of Social and Behavioral Science at the University of Utah (Chair), the Utah Homeless Coordinating Committee, and the Better Business Bureau of Utah (Chair).
Beth Holbrook
Beth Holbrook served as a Trustee of the Utah Transit Authority from 2018 to 2026, bringing extensive experience in local government, business, finance, real estate, and economic development. Throughout her tenure, she championed Transit-Oriented Development, station area planning, and meaningful community engagement, emphasizing transit's role in supporting housing, economic opportunity, and sustainable growth across Utah. A former President of the Utah League of Cities and Towns and longtime member of the Bountiful City Council, Holbrook also served on numerous state and local boards focused on housing, economic development, and public service. Nationally, she represented Utah as Chair of the Urban Land Institute of Utah and as a member of the Executive Board of the American Public Transportation Association, where she chaired the Transit Board Members' Legislative Committee, helping ensure Utah's perspective was represented in national transportation policy discussions.
Sheldon Killpack
Sheldon is a longtime Utah business and community leader with extensive experience in public service, economic development, and transportation. He served in the Utah State Senate from 2003 to 2010, including as Senate Majority Leader, where he focused on transportation and economic development. Throughout his career, Sheldon has held leadership roles with numerous civic and nonprofit organizations, including the Utah Transit Authority, Davis Chamber of Commerce, Davis Convention and Visitors Bureau, Utah Sports Commission, and Family Humanitarian. He lives in Layton, Utah, with his wife, Nicole, and is the proud father of 4 children and grandfather of 8.
Jeff Silvestrini
Jeff is a collaborative leader with extensive experience in public service, governance, and finance, building a reputation for bringing diverse stakeholders together to develop practical, consensus-driven solutions. As mayor of Millcreek, he led the city's early budgeting and financial planning, helped secure an AAA bond rating, and oversaw major community development initiatives through robust public engagement. His background as a law firm president and attorney, combined with leadership roles in regional transportation and local government organizations, has provided deep expertise in public policy, transportation, budgeting, and organizational management. He is committed to advancing accessible, sustainable transportation and strengthening communities through thoughtful leadership and strategic collaboration.
Muriel Xochimitl
Muriel Xochimitl is a transportation and strategic communications professional with nearly 2 decades of experience in public policy, community engagement, and infrastructure planning. A 20-year Utah County resident, she is the founder and CEO of X-Factor Strategic Communications, serving public-sector clients across Utah. Her previous roles include leading government affairs and communications for the Wasatch Front Regional Council, overseeing communications and public engagement for major transportation investments at the Utah Department of Transportation Region Three, and managing stakeholder engagement for large public infrastructure projects at The Langdon Group. Her public service includes serving as an Eagle Mountain planning commissioner, working on Capitol Hill for the U.S. House Foreign Affairs Committee, and serving as legislative affairs director for Santini Consultants. Muriel holds a bachelor's degree in political science from Brigham Young University and a master's degree in international development and economics from the Johns Hopkins University School of Advanced International Studies, and she is fluent in Korean and Spanish.
